Blink across the street and choke the other two: one in the apartment with the barred-up door and one on the roof just outside the window. As in the previous mission, cross the plaza and enter Galvani's Apartment from the second or third floor. Slackjaw's man, Crowley, is on the third floor.
Everything else is the same, minus some loot. Galvani's safe is empty. Go back to the Distillery. Speak to Slackjaw to acquire the Nonlethal Option. Go back across the road from the guard post and enter the Captain's Chair hotel. Go upstairs and leave. Loot around the plaza if you will, but there's nothing major. On the third floor are two thugs discussing art. Choke or sleep-dart them when they're done talking. On the second floor is another pair of thugs; do the same to them. Return to Slackjaw to dispose of the Pendletons non-lethally, and then return to Samuel on the shorefront. There's one more of Daud's assassins along the way, on the roof of the house next to Granny Rags' apartment. You can either sleep-dart him from a distance or blink up from the left side and choke him.

Blink down to the bridge control station, then quickly up to the bridge. No need to lower the bridge with the lever, nor to engage the guards. Go back and blink down to the walkway near the covered boat. Go upstairs and through the door.
Ignore the guards and go left to Drawbridge Way. There is very little loot on the bridge itself. I recommend you just cross it. Quickly blink down and crawl under the planks to avoid the Tallboys and reach the neutral zone. If for some reason you don't have your invite, get one from the lady who's lost it: it will fall on the floor near where you entered. Loot the guard post on the right if you want.
Start pick-pocketing everyone you see: civilians let you do it, but guards will raise the alarm if they see you. Go right and duel with Lord Shaw. Use a sleep dart instead of the gun and it won't count as a kill. One of the two guards by the main entrance still outside has a key to the guard quarters.

You can now afford Agility II, which makes you quieter and faster. Speak to Callista in the bar. Get Dark Vision I, which is moderately useful. Grab the Abandoned Apartment Key from under the beds in the bunkhouse. Buy what you want from Piero and leave with Samuel.
Swim inside the waterlock. Blink up at the end and climb right. Climb up in the center and open the door. Immediately blink left to avoid the arc pylon, and then pull the oil whale tank on the wall to disable it. Climb up to the top of the waterlock. Go left and upstairs. Find the balcony on the right and blink over to the next balcony. Disable the wall of light if you wish.
Climb or blink up to the roof. Go right as far as you can, then take a left behind the large flat low building the bunkhouse.

Get the carmine watch at right and continue down left. Get up into the pub via the chain and sneak up to the second floor. Get the Arc Pylon Blueprints from Havelock's old office.
Leave via the bunkhouse window, go left and around the building via the ledge. Blink up to the roof of Piero's workshop and sneak inside through the open window on the tower side. When given the option, choose to stun everyone. Go back up, fill a whale oil tank, and sneak to the roof.
Plug in the tank and activate the arc pylon. Loot the bodies throughout the premises if you want. Buy supplies from Piero. Find Emily's drawing in your room and Havelock's letter in the pub downstairs.
